 Please let me know how can I publish the Metadata.xml file?

This describes using the Examples\Metadata\CreateMetadata console app to create your SAML metadata.
If you're using an older version of the product, this project isn't included but you can download the evaluation version to grab the example project.

The most common way to publish your SAML metadata is to make it available for download.
You then tell partner providers the URL they should use to download your metadata.

Could you please let me know how to make the metadata xml file available to download with an URL?

Just include the metadata XML file with your web application when you publish it to your server.
It's no different from any other file that a user can download from a web site.
